This decision was announced during the 19th Session of the Intergovernmental Committee on Intangible Cultural Heritage (ICH) held in Asuncion, Paraguay, on Wednesday, December 4, 2024. This recognition marks a significant milestone in preserving kebaya as a vital part of Indonesia's cultural identity.

According to the Ministry of Education, Culture, Research, and Technology's website, kebaya is a traditional upper garment for women typically paired with a long cloth or sarong as the lower garment. This traditional attire carries profound philosophical meaning in every element of its design. When the kebaya is matched with a similarly colored lower cloth, it is referred to as kebaya pasere. The kebaya fabric is often adorned with small floral patterns rather than large ones, symbolizing the beauty and grace inherent in Indonesian culture.
